South Sudan’s fragile peace agreement is under its greatest pressure in more than a year, with political divisions, renewed fighting and a worsening humanitarian crisis threatening the country’s planned December elections, the Reconstituted Joint Monitoring and Evaluation Commission (RJMEC) warned.<\/p>\n\n\n\n

In its latest quarterly assessment of the implementation of the 2018 Revitalised Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS), RJMEC said the country is entering the final months of its transition without resolving many of the critical reforms needed to guarantee peaceful, credible and inclusive elections scheduled for\u00a022 December 2026.<\/p>\n\n\n\n

The warning comes at a pivotal moment for the world’s youngest nation, where the December vote is expected to mark the first national elections since independence in 2011 and the first under the 2018 peace agreement that ended a devastating five-year civil war.<\/p>\n\n\n\n

Although the National Elections Commission has announced the election date and expanded civic and voter education, RJMEC said the political environment remains deeply fragile.<\/p>\n\n\n\n

“The peace process remains under significant strain,” the report says, pointing to continued political mistrust, insecurity, weak implementation of the peace agreement and growing humanitarian needs.<\/p>\n\n\n\n

The commission said the political and security deadlock that has persisted since March 2025 has eroded confidence among the parties to the peace agreement, weakened power-sharing arrangements and slowed implementation of key transitional benchmarks.<\/p>\n\n\n\n

Among the report’s strongest criticisms is the Government’s attempt to amend provisions of the peace agreement without first obtaining RJMEC’s consent, a legal requirement under Article 8.4 of the R-ARCSS.<\/p>\n\n\n\n

Although the Government later withdrew the proposed amendments after RJMEC’s intervention, the commission said the episode demonstrated growing concerns over respect for the agreed implementation framework.<\/p>\n\n\n\n

The report identifies several unresolved issues that could undermine the credibility of the elections, including incomplete Transitional Security Arrangements, delays in deploying the Necessary Unified Forces, unresolved political and legal disputes, restrictions on civic and political space, inadequate financing and the continued displacement of millions of South Sudanese.<\/p>\n\n\n\n

Renewed fighting has further complicated the country’s transition.<\/p>\n\n\n\n

According to RJMEC, clashes between the South Sudan People’s Defence Forces (SSPDF) and SPLA-IO forces continued across Upper Nile, Jonglei, Unity and parts of Equatoria during the reporting period, resulting in repeated ceasefire violations while key security mechanisms remained largely inactive.<\/p>\n\n\n\n

The commission also warned that implementation of Phase II of the Necessary Unified Forces, security sector reforms and the Disarmament, Demobilisation and Reintegration (DDR) programme has effectively stalled, raising fresh concerns over the country’s preparedness to secure a peaceful electoral process.<\/p>\n\n\n\n

At the same time, South Sudan’s humanitarian crisis continues to deepen.<\/p>\n\n\n\n

More than\u00a07.8 million people\u00a0are expected to face crisis or emergency levels of food insecurity this year, while internal displacement has surpassed\u00a02.5 million people. Continued conflict, restrictions on humanitarian access and the arrival of thousands of people fleeing the war in neighbouring Sudan have further stretched already limited resources.<\/p>\n\n\n\n

Despite the challenges, RJMEC welcomed progress in the permanent constitution-making process, noting that the National Constitutional Review Commission completed nationwide civic education and public consultations across all ten states and the three Administrative Areas before beginning consultations with national institutions.<\/p>\n\n\n\n

The commission said the constitutional process remains one of the few areas where measurable progress has continued despite the broader political stalemate.<\/p>\n\n\n\n

RJMEC called on South Sudan’s political leaders to urgently resume inclusive dialogue, immediately cease hostilities and recommit themselves to implementing the peace agreement in full.<\/p>\n\n\n\n

It also urged the Government to complete the Transitional Security Arrangements, adequately finance peace institutions, guarantee humanitarian access and create conditions that allow women, youth, displaced persons and other marginalised groups to participate meaningfully in the country’s political transition.<\/p>\n\n\n\n

The commission said the coming months will determine whether South Sudan completes its transition through peaceful democratic elections or risks further instability.<\/p>\n\n\n\n

“As South Sudan enters the final months of the Transitional Period,” the report concludes, “renewed political commitment, adherence to the Peace Agreement and inclusive dialogue remain indispensable for safeguarding the gains achieved under the R-ARCSS and ensuring a peaceful democratic transition.”<\/p>\n\n\n\n

The report is expected to draw close attention from the African Union, IGAD, the United Nations, Troika countries and other international partners that have invested heavily in South Sudan’s peace process and continue to support preparations for the country’s long-awaited elections.<\/p>\n","protected":false},"excerpt":{"rendered":"
