Human Rights Watch on Tuesday called on Sudan’s military authorities to investigate and prosecute former commanders of the paramilitary Rapid Support Forces (RSF) who have defected to the Sudanese Armed Forces (SAF), warning that changing sides in the country’s civil war should not shield individuals from accountability for serious crimes.<\/p>\n\n\n\n

The rights group said two senior RSF commanders who recently joined the army, Ali Rizq Allah, known as Al-Savannah, and Major General Al-Nour Ahmed Adam, known as Al-Nour Al-Qubba, should face scrutiny over their alleged roles in military operations linked to abuses in Darfur and Kordofan.<\/p>\n\n\n\n

“Those responsible for serious international crimes and human rights violations do not get a free pass if they switch sides,” Mohamed Osman, Sudan researcher at Human Rights Watch, said in a statement.<\/p>\n\n\n\n

“Sudanese people who have experienced horrific abuses under any commander’s watch deserve justice and an end to the vicious cycles of impunity that have long haunted Sudan.”<\/p>\n\n\n\n

Sudan has been engulfed in a devastating conflict since April 2023 between forces loyal to army chief Abdel Fattah al-Burhan and the RSF, led by Mohamed Hamdan Dagalo, commonly known as Hemedti. The war has killed tens of thousands, displaced millions, and triggered what the United Nations describes as one of the world’s worst humanitarian crises.<\/p>\n\n\n\n

Human Rights Watch said both commanders were present during the RSF’s prolonged siege of El Fasher, the capital of North Darfur, where rights groups and international observers have documented widespread attacks on civilians, including killings and sexual violence.<\/p>\n\n\n\n

The organization said it had verified videos showing the commanders in El Fasher during the RSF’s 18-month campaign against the city. It also cited RSF statements indicating that Al-Qubba held a commanding role in the area as early as April 2024.<\/p>\n\n\n\n

Al-Qubba defected to the army in April and was publicly welcomed by Burhan. Al-Savannah announced his departure from the RSF in May and later appeared at a press conference wearing an army uniform, pledging to fight alongside government forces.<\/p>\n\n\n\n

The Sudanese military has repeatedly encouraged RSF fighters to defect. Shortly after the war began, Burhan announced a general amnesty for RSF members willing to surrender and integrate into the armed forces, a position he reiterated earlier this year.<\/p>\n\n\n\n

However, Human Rights Watch said international law obliges Sudanese authorities to investigate and prosecute those responsible for war crimes, crimes against humanity and other serious abuses, regardless of any amnesty arrangements.<\/p>\n\n\n\n

“Using an amnesty to deny accountability for serious crimes such as extrajudicial executions, sexual violence, enforced disappearances and torture is incompatible with Sudan’s obligations under international law,” the organization said.<\/p>\n\n\n\n

The group also pointed to the case of Abu Aqla Keikel, a former RSF-aligned commander in Gezira state who defected to the army in 2024. Human Rights Watch said Keikel’s forces were implicated in abuses both while fighting alongside the RSF and later after joining the military campaign to retake territory from the paramilitary group.<\/p>\n\n\n\n

The European Union imposed sanctions on Keikel in July 2025 over alleged human rights violations.<\/p>\n\n\n\n

Rights advocates say impunity remains a major obstacle to ending cycles of violence in Sudan. Neither the army nor the RSF has taken credible steps to investigate atrocities committed by its own fighters, according to international monitors.<\/p>\n\n\n\n

In April, a joint fact-finding mission by the United Nations and the African Commission on Human and Peoples’ Rights warned that impunity remained a key driver of the conflict.<\/p>\n\n\n\n

The International Criminal Court (ICC) is currently investigating alleged war crimes, crimes against humanity and genocide in Darfur, but its mandate does not extend to the rest of Sudan.<\/p>\n\n\n\n

Human Rights Watch urged members of the Coalition for Atrocity Prevention and Justice on Sudan \u2014 including Britain, Germany, Ireland, the Netherlands and Norway \u2014 to support efforts at the United Nations Security Council to expand the ICC’s jurisdiction across the entire country.<\/p>\n\n\n\n

The rights group also called on international actors to reject any measures that could grant immunity to commanders accused of serious crimes and to ensure accountability remains central to any future peace negotiations.<\/p>\n\n\n\n

“If anything is to be learned about addressing the ongoing atrocities in Sudan, it is that pushing justice down the ladder will only lead to more violence and atrocities,” Osman said.<\/p>\n","protected":false},"excerpt":{"rendered":"
