Lul Ruai Koang declined to address the allegations directly, describing the matter as \u201can issue between the two governments\u201d.<\/p>\n\n\n\n<p>\u201cIf the U.S. military had said something, we would have responded,\u201d he said.<\/p>\n\n\n\n<p>The foreign ministry confirmed it had received the U.S. communication and said consultations were underway.<\/p>\n\n\n\n<p>Civil society groups reacted sharply. Edmund Yakani, head of the Community Empowerment for Progress Organization (CEPO), accused the military of undermining humanitarian efforts.<\/p>\n\n\n\n<p>\u201cIt is unfortunate that the military interferes with public and donor-funded interventions,\u201d he said. \u201cThis is disrespectful and an abuse of donor funding.\u201d<\/p>\n\n\n\n<p>South Sudan\u2019s sector depends overwhelmingly on foreign assistance, with donors funding an estimated 85% of services.
