These recent developments have plunged the country into political crisis.<\/p>\n\n\n\n<p>\u201cThe lack of transparency and legitimate concerns about the legality of the arrests and detention of opposition leaders and others fuel instability in an already fragile security context,\u201d said&nbsp;<a href=\"https:\/\/u7061146.ct.sendgrid.net\/ls\/click?upn=u001.gqh-2BaxUzlo7XKIuSly0rC3KudIfqf5UswNFsll4HQyapCbCX19Na1W68qg2b-2BPy5Y7wlbkar7Nn-2Fgrk-2Flu-2F5FA-3D-3DHEAe_c9ZtnKRFNRgQ0zf-2BKIihIvkSMt0-2BI3-2B4ejEnz9-2FwL2eIlD8TNu-2BQiQiuVWoQCgiv98JQqZB94v2-2BuRMADkXqF5Ds67FRv0v7oCo2Rhj-2FvjCQAw9xs6Qt2OuVMkXbJ8zC-2BHaLu-2BgmGYxeyUAHar3lKdAUwBRSWCr2mLVQwBPd-2Burny9KDOXO4rA5uAJVvDxECJhwMu2ULgCN8IVjesxgOMLOMCKysYhwVLA4zVy5KE0XjmutevAcVwx9wHnhZ2u22-2Bvp-2FvR3nKNti8UWSa06qz1xZBJyw48EuuNIL-2BCuwfGi6Na4i9i1S1iUqZSM9az0vkikKIimGJeKv8IU4TTpmVA-3D-3D\" target=\"_blank\" rel=\"noreferrer noopener\">Nyagoah Tut Pur<\/a>, South Sudan researcher at Human Rights Watch. \u201cAuthorities should immediately reveal the fate and whereabouts of detainees and ensure their due process rights, including by bringing them before a properly constituted and impartial court.\u201d<\/p>\n\n\n\n<p>The people arrested since March 4, are aligned with First Vice President Riek Machar, head of the Sudan People\u2019s Liberation Army in Opposition (SPLA-IO). The timing of these detentions coincides with a political crisis in&nbsp;Nasir, Upper Nile, where clashes between government forces and armed youth militia, also known as the White Army,&nbsp;<a href=\"https:\/\/u7061146.ct.sendgrid.net\/ls\/click?upn=u001.gqh-2BaxUzlo7XKIuSly0rC8EwWeAARqLITB8QVcZEkro32yOthTimEMb7LfPnErFTjQDTX8nB4ksB1OrnNmpkmvFdpN8PYtbSOwXk4YA-2BqZNvcj8MZJEZN99HDPh9-2FHwa0jGf_c9ZtnKRFNRgQ0zf-2BKIihIvkSMt0-2BI3-2B4ejEnz9-2FwL2eIlD8TNu-2BQiQiuVWoQCgiv98JQqZB94v2-2BuRMADkXqF5Ds67FRv0v7oCo2Rhj-2FvjCQAw9xs6Qt2OuVMkXbJ8zC-2BHaLu-2BgmGYxeyUAHar3lKdAUwBRSWCr2mLVQwBPd-2Burny9KDOXO4rA5uAJVvDxECJhwMu2ULgCN8IVjesxgOMFYwhdTE38LOqm9U4qdbx0hCqUlO9DUspfXPt9xHFVYgNuGtu17AxsolXdzT4yu0uYt0J-2FRMsPdUBpKGY3k44ldchaWdWW78VfD9yQ43yy-2FJgDGI0VHAmMPQUoBJt-2BMmvQ-3D-3D\" target=\"_blank\" rel=\"noreferrer noopener\">displaced thousands of civilians<\/a>. The area is a stronghold for supporters of Machar who has long been in opposition to President Kiir.<\/p>\n\n\n\n<p>The South Sudanese government should immediately end the enforced disappearance or incommunicado detention of everyone linked to the opposition who has been detained since the first week of March and ensure full and strict respect for their due process rights, Human Rights Watch said.<\/p>\n\n\n\n<p>On March 4, military authorities arrested and detained Lieutenant General Gabriel Duop Lam, deputy chief of staff of the unified army structures, who also serves as acting chief of Staff for SPLA-IO. Officials also disarmed and detained five of his bodyguards, a credible source said. The whereabouts of the six men is unknown. The detention or other deprivation of liberty of an individual, followed by a refusal to acknowledge the detention or to reveal the fate or whereabouts of the person deprived of their liberty, constitutes an enforced disappearance under international law, a crime subject to an absolute prohibition in all circumstances.<\/p>\n\n\n\n<p>On March 5, at 2 a.m., armed National Security Service (NSS) officers took Puot Kang Chol, the petroleum minister, from his house in Juba, along with at least seven others, without explanation and drove them away, a credible witness said. The seven include: a friend, Camilo Gatmach; bodyguards Nelson Malou, Kun Tut, Peter Magong; and three family members Koang Puk, Biluny Puk, and Buay Thiechuong. The NSS officers had initially arrested Chol with one of his bodyguards at around 11 p.m. on March 4 but brought him back, a credible witness said.<\/p>\n\n\n\n<p>The eight men were initially held at the NSS Riverside (Operations) facility then transferred to the NSS headquarters, also known as Blue House, credible sources say.<\/p>\n\n\n\n<p>On March 6, the NSS arrested Thomas Jal Thomas, deputy inspector general of the police, and James Duop Gatleak, his deputy, in their offices and took them to the Riverside detention site but released them after a few hours, according to a credible source.<\/p>\n\n\n\n<p>That same day, 11 armed NSS officers took Stephen Par Kuol, the peacebuilding minister, from his office along with three staff members, a witness said. They bundled them into two Landcruiser pickup trucks with other armed officers and drove away. The four men were&nbsp;<a href=\"https:\/\/u7061146.ct.sendgrid.net\/ls\/click?upn=u001.gqh-2BaxUzlo7XKIuSly0rC3v8wfK4Iq0QVCb6V8kpz-2B31htIFfxTB6pT3kQGMfO5HEwTA-2F5PjCHKg9su0BTANLXH6QPa1YNnMAd4-2BtLvCNJVpKJHwVMDlvkriVPngO1vr5nh6_c9ZtnKRFNRgQ0zf-2BKIihIvkSMt0-2BI3-2B4ejEnz9-2FwL2eIlD8TNu-2BQiQiuVWoQCgiv98JQqZB94v2-2BuRMADkXqF5Ds67FRv0v7oCo2Rhj-2FvjCQAw9xs6Qt2OuVMkXbJ8zC-2BHaLu-2BgmGYxeyUAHar3lKdAUwBRSWCr2mLVQwBPd-2Burny9KDOXO4rA5uAJVvDxECJhwMu2ULgCN8IVjesxgOMJZVspO5HynYHp91JsrDhOPZ9hoEjIV68f7m1m2sOpaiSek2B0sLynjbTjOcxRjq8BMbk5eqDmJ-2BN2a91yNLA-2FxnRkvE4Ur9IXPNMuY3ICbElwGU0sNpOr5kaX1GxjgL2g-3D-3D\" target=\"_blank\" rel=\"noreferrer noopener\">released<\/a>&nbsp;on early morning of March 7.<\/p>\n\n\n\n<p>Also on March 6, NSS officers arrested and detained Mam Pal Dhuor, a member of SPLA-IO, at Juba International Airport as he attempted to board a flight to Kampala, a credible source said.<\/p>\n\n\n\n<p>Meanwhile the situation in Nasir deteriorated. On March 7, armed men&nbsp;<a href=\"https:\/\/u7061146.ct.sendgrid.net\/ls\/click?upn=u001.gqh-2BaxUzlo7XKIuSly0rC763DCNQ52kkt69XLakNwXDWssfPwsjyVhdRcvBZqocdegM-2FZxpgfdItSZ67rdTcquiwI36083lYKDnNl-2BMVyxzmyY0SalPoyc2NFgLA1akutO-2Bf-2BLrEyQ1oToJ9txicv2KNm5yAWrO-2BfsJo3xKygVk-3Dot7q_c9ZtnKRFNRgQ0zf-2BKIihIvkSMt0-2BI3-2B4ejEnz9-2FwL2eIlD8TNu-2BQiQiuVWoQCgiv98JQqZB94v2-2BuRMADkXqF5Ds67FRv0v7oCo2Rhj-2FvjCQAw9xs6Qt2OuVMkXbJ8zC-2BHaLu-2BgmGYxeyUAHar3lKdAUwBRSWCr2mLVQwBPd-2Burny9KDOXO4rA5uAJVvDxECJhwMu2ULgCN8IVjesxgOMIFndtGdi0znejItPvAq1wvoDhC7RoRSv5UT5FS3Z1ALAwhRtsk8F-2FOyV7U0GB-2Bm0-2BFgYr-2BJg9aZxIEr1PRy3eti-2FqgOHHFF-2FrnClOL8BopND2nAyNHxH5tSf47ftyx-2FUA-3D-3D\" target=\"_blank\" rel=\"noreferrer noopener\">attacked a UN helicopter<\/a>&nbsp;on a mission to rescue wounded soldiers in Nasir, killing a crew member and injuring two others. President Kiir also announced that a well-known army general, Majur Dak along with 27 other soldiers who were to be evacuated, were also killed&nbsp;<a href=\"https:\/\/u7061146.ct.sendgrid.net\/ls\/click?upn=u001.gqh-2BaxUzlo7XKIuSly0rC3v8wfK4Iq0QVCb6V8kpz-2B31htIFfxTB6pT3kQGMfO5HwCGAws0w901z6nnwKccm859vMV2TAmpfBtZS2SvAhxBeDZfqUoqtbTZQ4iXk754oXrF0ykcMh6t-2Bpcjz5vbvmA-3D-3DW_nw_c9ZtnKRFNRgQ0zf-2BKIihIvkSMt0-2BI3-2B4ejEnz9-2FwL2eIlD8TNu-2BQiQiuVWoQCgiv98JQqZB94v2-2BuRMADkXqF5Ds67FRv0v7oCo2Rhj-2FvjCQAw9xs6Qt2OuVMkXbJ8zC-2BHaLu-2BgmGYxeyUAHar3lKdAUwBRSWCr2mLVQwBPd-2Burny9KDOXO4rA5uAJVvDxECJhwMu2ULgCN8IVjesxgOME8kE4cE0uAM2LWFWrGrQsQvpCOjAkvk5AYPbnQZEqSE3f-2BieuoFLIGmKnaw49NkN4c7dtgPTakD-2B6PK-2FfGq0ZLCQUP8MBfrZUEo-2B99g-2BFbex0Qvpk9nqTbNuScoJVV-2BPQ-3D-3D\" target=\"_blank\" rel=\"noreferrer noopener\">during the attack<\/a>.<\/p>\n\n\n\n<p>The same day, the army issued a circular, seen by Human Rights Watch, deploying forces in six major road junctions leading to and from the capital, Juba. Heavy&nbsp;<a href=\"https:\/\/u7061146.ct.sendgrid.net\/ls\/click?upn=u001.gqh-2BaxUzlo7XKIuSly0rCxJwk-2Fl6QY6Ihd8vV5xqhut99J1Y2WJ-2BuVenMwDaKHmsOn5nQ6rqpT7F18fTkgDjVX9ZbNjAemrDcQZIWqP4EqY9vjA-2BJkQGrrINHAoj8I-2BPTS6Q3e3uiOy1n1IoGDXUUYRbAX4ZJcNw6geO6cHJTeU-3Dxm9o_c9ZtnKRFNRgQ0zf-2BKIihIvkSMt0-2BI3-2B4ejEnz9-2FwL2eIlD8TNu-2BQiQiuVWoQCgiv98JQqZB94v2-2BuRMADkXqF5Ds67FRv0v7oCo2Rhj-2FvjCQAw9xs6Qt2OuVMkXbJ8zC-2BHaLu-2BgmGYxeyUAHar3lKdAUwBRSWCr2mLVQwBPd-2Burny9KDOXO4rA5uAJVvDxECJhwMu2ULgCN8IVjesxgOMNmbkQpZehg79g9U-2BHlEko2ccgoayo1PfpV20t8XCmmd4-2FBJ4oBHcitK8zTP2vMBfJvC6NWtq6P2HKyXJToyJsw36Qq8AnSnUmyfrS52mntVXU2PtJ147wH-2B-2FmEbBEj-2Fmw-3D-3D\" target=\"_blank\" rel=\"noreferrer noopener\">deployment<\/a>&nbsp;at the residence of Riek Machar in the evenings is apparently ongoing.<\/p>\n\n\n\n<p>Puok Both Baluang, the spokesperson for Riek Machar, told Human Rights Watch that as of March 10 they knew of 22 men affiliated with the SPLA-IO \u2013 including party members, staff, family, and bodyguards \u2013 detained by NSS and Military Intelligence, many of whose fate or whereabouts is unknown.<\/p>\n\n\n\n<p>Media&nbsp;<a href=\"https:\/\/u7061146.ct.sendgrid.net\/ls\/click?upn=u001.gqh-2BaxUzlo7XKIuSly0rC3v8wfK4Iq0QVCb6V8kpz-2B31htIFfxTB6pT3kQGMfO5HdNqTPIA6tqbJbDsinZFYUwOmyYydOMhyZ2GjSYjkVvWJx4w3LPeIGrPIUtKPKvpGUEQP_c9ZtnKRFNRgQ0zf-2BKIihIvkSMt0-2BI3-2B4ejEnz9-2FwL2eIlD8TNu-2BQiQiuVWoQCgiv98JQqZB94v2-2BuRMADkXqF5Ds67FRv0v7oCo2Rhj-2FvjCQAw9xs6Qt2OuVMkXbJ8zC-2BHaLu-2BgmGYxeyUAHar3lKdAUwBRSWCr2mLVQwBPd-2Burny9KDOXO4rA5uAJVvDxECJhwMu2ULgCN8IVjesxgOMMFrdBOzJeOtxjcvw6YjhxUaVAJlYlrH7ethFDiq3b39uAWuyoo6366PRt-2Bg94joJV-2FBTJ6xM9jh5FnBDhUhcYWeb4G3zwOBtSwdu1DMXuCE1KqKz-2BEwzTP1piawQ6ngFA-3D-3D\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>&nbsp;that Gatwech Lam Puoch, an SPLA-IO member of parliament for Nasir county, was arrested on March 11 and is detained at the Blue House.<\/p>\n\n\n\n<p>Spokespeople for the NSS and the army did not respond to requests for comment. The service is responsible for enforced disappearances as well as the incommunicado detention and torture and ill-treatment of detainees.
